Navy IDIQ Contract for Environmental Support, Naval Facilities Engineering Command
As Program Managers EMPSi staff delivered over $11 million in environmental planning and compliance services for Naval installations in the western US under several indefinite delivery indefinite quantity contracts (IDIQ). Work included technical management, resource allocation and budget control for complex BRAC, realignment and MILCON projects. Task orders included NEPA studies, biological surveys and support, water resource technical studies and compliance program.
Environmental Support, US Coast Guard
EMPSi staff supported US Coast Guard for environmental compliance and management requirements including assessments, EDDAs, NEPA, CWA, dredging, hydrographic studies, cultural resources, facility environmental plans, natural resources support, and regulatory support.
Integrated Natural Resource Planning US Army, US Navy, US Army Guard
Management and technical expertise to both the Army and Navy for the development of Integrated Natural Resource Management Plans (INRMPs). Our staff implemented public outreach programs, conducted baseline data collection, facilitated development of management programs, and integrated NEPA compliance documents (EIS or EA). Many of the projects also required special studies, ranging from ecological inventories to economic studies. Example INRMP/NEPA projects include the Biak Training Range, Toole Army Depot, NAS Fallon, NAS Lemoore, RTF Dixon, and NWS Concord.
Army Transformation and Realignment Support, US Army Corps of Engineers
Support for several Army Corps districts for transformation projects and realignment, as well as environmental impact analysis for site-specific projects. Delivery orders supported by EMPSi staff included the Tooele Army Depot closure; projects at Fort Wainwright associated with realignment and transformation associated-projects.
NEPA Training, US Air Force Academy
EMPSi designed and conducted comprehensive NEPA training at the US Air Force Academy in Colorado Springs, CO. Class covered Impact Analysis, Mitigation and ancillary relevant regulations such as ESA and CWA.
Environmental Impact Analysis for Deepwater Program, US Coast Guard
EMPSi staff managed Programmatic EIS that assessed the environmental impacts from the acquisition and operation of new cutters, aircraft, and other infrastructure that were required to support the Coast Guard's Deepwater Missions. The project included extensive public involvement with public meetings held nationwide. Major issues for analysis included air quality, sensitive species, noise, and socioeconomics
Environmental Impact Statement for Withdrawal of Lands Supporting Naval Air Station Fallon, Nevada
EMPSi staff served as project manager for an EIS analyzing potential environmental impacts from the continued use of approximately 280,000 acres for DoD air strike training, in addition to potential effects of returning the land to the public domain. Conducted intensive public scoping and public involvement, including mailings, meetings, and press releases.
Civil Works Program Environmental Support, US Army Corps of Engineers
Supported the USACE Civil Works program in six districts nationwide. For the San Francisco district our staff managed a multiyear contract to provide support for environmental and water resource projects in central and northern California.
